The cornerstone of this system is the ESEF taxonomy, which is built upon the globally recognised IFRS Foundation’s XBRL taxonomy.  This taxonomy provides a standardised dictionary of tags for key financial statement items like balance sheets, income statements, and cash flow statements. The result is structured, comparable, and reusable data that can be consumed and analysed consistently across the entire European Union. To ensure the ecosystem’s success, ESMA plays a proactive role, publishing annual taxonomy updates, providing a comprehensive ESEF Reporting Manual, and releasing a “Conformance Suite”, a set of test files that software vendors and issuers can use to validate their filings against regulatory expectations.

Despite the clear benefits, ESEF implementation presents real-world challenges. Firms often struggle with accurately mapping their financial data to the taxonomy, ensuring correct scaling of values (e.g., reporting in thousands vs. millions), and properly “anchoring” company-specific disclosures to the core taxonomy.  Many of these issues stem from tight timeframes, the relative immaturity of some tagging tools, and, most importantly, underlying data quality problems.  Solutions involve a combination of better internal processes, such as early finalisation of financial statements, and the adoption of sophisticated software that can automate validation checks and ensure consistency with historical reports.

 

2.2 A Proven Model: The U.S. SEC’s XBRL Journey

The viability of large-scale structured reporting is not just a European experiment. The U.S. Securities and Exchange Commission (SEC) has been a pioneer in this field, embarking on its XBRL journey with a voluntary programme in 2005.  Today, structured data reporting using XBRL is mandatory for key corporate filings like the annual 10-K and quarterly 10-Q reports.

The benefits of the SEC’s long-standing programme are tangible and well-documented. The standardisation of financial data has enabled automated ingestion and comparison of information from thousands of companies, fostering a new ecosystem of RegTech and data analytics tools.  It has improved transparency for investors of all sizes and allowed regulators to leverage data analytics for more effective risk assessment and surveillance. The move to structured data has even been shown to increase the timeliness of reporting, with one study finding a statistically significant reduction of 3.3 days on average for companies to file their annual 10-K reports after implementing XBRL. Like ESMA, the SEC’s approach is not static; it has evolved to embrace iXBRL and is continuously expanding to include new disclosures, such as those related to cybersecurity risks, demonstrating a deep commitment to the structured data paradigm.

The mandatory adoption of standardised formats like XBRL does more than streamline external reporting; it functions as a powerful, non-negotiable diagnostic tool that relentlessly exposes a firm’s internal data weaknesses. While the ultimate goal is to achieve external consistency and comparability, the immediate, and often painful, effect is to force an internal reckoning with data quality, governance, and controls. A firm simply cannot produce an accurately tagged XBRL filing if the underlying data for a single metric is inconsistent across different internal systems. This common language for the underlying transaction data is the essential prerequisite for rules to be interpreted and applied consistently across the industry.

The DRR process is envisioned as a four-step automated pipeline.

  1. Translate: A firm’s proprietary transaction data is translated into the standardised CDM format.
  2. Enrich: The CDM object is enriched with additional reference data, such as counterparty or instrument details.
  3. Transform: The machine-executable reporting logic is applied to the enriched CDM object, generating a reportable data set that is simultaneously validated against the rules.
  4. Project: The final report is formatted into the specific schema required by the trade repository or regulator, such as the global ISO 20022 standard.

 

The DRR initiative has progressed through several successful pilot phases, proving the technical viability of this model-driven approach. Phase 3 of the project is now underway, focusing on establishing the foundational requirements needed to scale these solutions, with a strong emphasis on data standardisation.  Recent pilots have demonstrated remarkable progress, showing that even non-technical business analysts can successfully install the open-source DRR models and process test trades into compliant reports in less than a day, a task that would traditionally take months of development.

 

3.2 The Eurozone’s Integrated Vision: The ECB’s Integrated Reporting Framework (IReF)

In the Eurozone, a parallel effort is underway to tackle the problem of reporting fragmentation from a different angle. Banks operating across the euro area currently face a bewildering patchwork of national statistical reporting requirements, leading to significant duplication of effort, high costs, and operational inefficiencies.

To address this, the European Central Bank (ECB) is spearheading the Integrated Reporting Framework (IReF).  The core principle of IReF is to “define once, report once”. The initiative aims to create a single, harmonised, and integrated reporting framework that will apply across the entire Eurosystem. Instead of submitting numerous different national reports, banks will provide a single, highly granular data set to the authorities, who will then use it to derive all necessary statistical insights.

The initial scope of IReF will focus on integrating ECB statistical requirements related to banks’ balance sheets, interest rates, securities holdings, and granular credit data (AnaCredit).  This is a long-term strategic project, with the first mandatory reporting under IReF currently planned for the fourth quarter of 2029.  The development process is highly collaborative, involving extensive cost-benefit assessments (CBAs) conducted with the banking industry to ensure the long-term efficiency gains justify the significant upfront investment.  A key supporting component of this vision is the Banks’ Integrated Reporting Dictionary (BIRD), a project that provides banks with a standardised data dictionary and mapping rules to help them bridge the gap between their internal operational systems and the regulator’s required data model.

Initiatives like DRR and IReF signal a fundamental paradigm shift in the relationship between firms and their regulators. The industry is moving away from a model where firms act as “reporters”, periodically compiling, formatting, and submitting static, aggregated reports, and towards a future where they act as continuous “data providers.” In this new model, firms will be responsible for maintaining and exposing governed, high-quality, granular data streams, often via secure APIs. This profound change in architecture and interaction creates the ideal conditions for a new ecosystem of “Compliance as a Service” (CaaS) or “Regulation as a Service” (RaaS) to emerge.

The standardisation efforts of regulators, through common data models like the CDM and common dictionaries like BIRD, are creating a stable, predictable foundation upon which third-party RegTech vendors can build. These vendors can offer standardised, pre-built services that encapsulate the complex reporting and validation logic for a given regulation. Instead of each firm having to interpret and code the rules themselves, they can subscribe to a service that has already done this work, validated by the industry. This dramatically alters the traditional build-versus-buy calculation for compliance technology. The core responsibility of the financial firm shifts from building and maintaining the entire reporting engine to a more focused, albeit critical, task: ensuring their internal data is clean, complete, and accurately mapped to the industry-standard model. This shift elevates the importance of foundational data readiness above all else.

Morgan’s Contract Intelligence (COIN) platform uses machine learning to review commercial loan agreements in seconds, a task that previously took lawyers over 360,000 hours annually.  In the UK, HSBC leverages AI to strengthen its anti-money laundering (AML) defences, analysing vast quantities of transaction and customer data to detect suspicious activity with greater speed and accuracy than human teams alone. 

Similarly, BNY Mellon, in collaboration with Google Cloud, developed a prediction model that can forecast approximately 40% of settlement failures in certain securities with 90% accuracy, representing a clear shift from reacting to failures to predicting and preventing them.

Despite this immense potential, a significant hurdle remains: the challenge of AI explainability. Regulators are justifiably cautious about “black box” algorithms where the decision-making process is opaque.  For high-stakes compliance decisions, a system that operates on probabilities that cannot be fully explained is unlikely to gain regulatory trust.  This suggests a nuanced approach to AI adoption. For deterministic compliance tasks where rules are clear, logic-based automation is paramount. The more advanced and probabilistic models, including generative AI, may be better suited to augmenting human analysis, for example, by summarising vast quantities of regulatory text or identifying potential risks for human review, rather than making final, autonomous compliance decisions.

This transformation is being driven by a convergence of several powerful technological trends:

  • AI and Machine Learning: These technologies are the engine of modern RegTech, enabling real-time transaction monitoring, predictive risk analytics, and “decision intelligence” systems that not only flag issues but also recommend corrective actions.
  • Cloud-Native Solutions: The scalability, agility, and accessibility of the cloud provide the ideal infrastructure for modern RegTech platforms.
